Rail Traffic Management System

The Italian Rail Traffic Management System (SCMT) is the most common ATP system used on the majority of the Italian Railway Network (RFI). The majority of the components are manufactured by ECM and are fully compliant with the European ETCS standard Level 1.

The majority of the components are manufactured by ECM and are fully compliant with the European ETCS standard Level 1. In addition SCMT provides interfaces and logical units of the traditional BACC system, the traditional system present on the Italian railway infrastructure.

SCMT automatically intervenes when the certain limits are violated including:

  • Conditions determined by light signals
  • Line speed limits
  • Speed restrictions
  • Max speed limit of rolling stock

The SCMT system consists of a trackside subsystem (SST) that interfaces with the FS railway signalling systems. It processes information via encoders and transmits this, by means of passive transponders (known as balise) installed between the track, to the on-board subsystem SSB that receives and processes the information in accordance with the set rules.

The information provided by the trackside subsystem is continually processed by the on-board subsystem, that applies the emergency braking system when the driver of the train does not meet the set limits. Both the onboard computer and the trackside are realised with a two-out-of-two safety architecture to provide a SIL safety integrity level as in compliance with CENELEC EN 50129.

For certain applications, the SCMT also uses balise programmed with fixed information that therefore do not require to be interfaced with the SST encoders.

The trackside subsystem can also be integrated with an INFILL system, a device specially designed to increase the efficiency of train management.

By means of a special track circuit code, INFILL is capable of transferring information to the on-board subsystem about the aspect of the next signal before the train reaches the SCMT information point. The INFILL application is also realised to provided a safety integrity level SIL 4 as per the CENELEC EN50129 standard.
